7 ES&H for the HL-LHC Upgrade Project The HL-LHC upgrade project will present ES&H challenges common to many large acceleratorbased HEP experiments These include working with electrical equipment and high voltage, radiation environments (radioactive sources for testing, test beams), handling and storage of chemicals, high pressure CO2 cooling systems, tool and machine shop use, transporting and handling heavy objects, installing equipment in awkward positions on the CMS detector, working in underground area at LHC Point 5 where CMS is located Many of these mentioned in the talks by Level 2 managers during this review Director's Review ES&H Coordination and Plans G. 8 ES&H for the HL-LHC Upgrade Project Other potential ES&H challenges involve common stresses encountered in industrial and research laboratory environments These include personnel fatigue, working under time pressures to complete project milestones, working in isolation, working in office and lab settings which may not be optimized for personnel comfort and efficiency, etc. We must also ensure that upgraded detectors and supply systems comply with French, Swiss, and CERNs regulations on environmental impact, making close coordination with the CMS Technical Coordination team essential Director's Review ES&H Coordination and Plans G. Reporting ES&H Performance I would like to elevate the reporting of ES&H performance to the monthly technical progress reports prepared by the Project Office through the reporting hierarchy of the project This involves (preliminary, i.e. my idea so far) that the safety point person or PI at each institution forwards ES&H performance information to their Level 2 managers along with technical progress information. This would cover lab inspections, safety training taken by personnel, any recordable incidents, near-miss accidents, and any other local ES&H concerns I am willing to distill the ES&H information and data into a section of the monthly reports I would also like ES&H performance information to be an element of each major review of the project at FNAL, the agencies, and in international CMS Director's Review ES&H Coordination and Plans G.
