ES&H performance reporting Summary Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 4 Gregory Snow / ES&H Coordinator Professor of Physics, University of Nebraska-Lincoln (UNL), founder of HEP group at UNL, collaborator on CMS since 1994 As member of FNAL Board of Overseers (2001-2006) for URA and of FNAL Board of Directors for FRA (2007-2011), chaired ES&H committees of both boards Became well-versed in many aspects of ES&H during this period recording and reporting of the labs and subcontractors DART and TRC rates to DOE, radiation protection, hazard analyses, environmental protection, occupational safety and best practices, emergency management, subcontractor safety, near-miss accident reporting and analysis, Close working relationship with the last 3 heads of FNAL ESH and ESH&Q Sections: Bill Griffing, Nancy Grosssman, and Martha Michels (current head), as well as other individuals in the Section
As Associate Dean for Research at UNL (2008-2013), served as College of Arts and Sciences representative on Chancellors ES&H committee Intend to take National Safety Council and/or OSHA ES&H courses, aim for an Advanced Safety Certificate over time Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 5 ES&H for the HL-LHC Upgrade Project An integrated ES&H management plan will be central to all phases of the project, from R&D and detector construction and testing at many U.S. CMS institutions to installation, commissioning and operations at CERN. Implementation and oversight is responsibility of the ES&H Coordinator in the Project Office who will work closely with FNAL ESH&Q Section, CERNs HSE Unit, and the ES&H offices and contact persons at the participating universities. We will benefit from and improve upon best-practice experiences from the original CMS detector construction and Phase 1 upgrade projects in U.S. CMS. That is, we are
not starting from scratch. Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 6 ES&H for the HL-LHC Upgrade Project The primary goal of the ES&H plan is to develop communication, training, and reporting protocols that will allow us to track ES&H performance for this project in a comprehensive and self-contained manner Challenges include the distributed nature of work on the project and the fact that some project personnel work on other tasks in parallel, requiring careful bookkeeping of personnel activities Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3
7 ES&H for the HL-LHC Upgrade Project The HL-LHC upgrade project will present ES&H challenges common to many large acceleratorbased HEP experiments These include working with electrical equipment and high voltage, radiation environments (radioactive sources for testing, test beams), handling and storage of chemicals, high pressure CO2 cooling systems, tool and machine shop use, transporting and handling heavy objects, installing equipment in awkward positions on the CMS detector, working in underground area at LHC Point 5 where CMS is located Many of these mentioned in the talks by Level 2 managers during this review Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3
8 ES&H for the HL-LHC Upgrade Project Other potential ES&H challenges involve common stresses encountered in industrial and research laboratory environments These include personnel fatigue, working under time pressures to complete project milestones, working in isolation, working in office and lab settings which may not be optimized for personnel comfort and efficiency, etc. We must also ensure that upgraded detectors and supply systems comply with French, Swiss, and CERNs regulations on environmental impact, making close coordination with the CMS Technical Coordination team essential Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 9
ES&H for the HL-LHC Upgrade Project First steps toward a comprehensive ES&H management plan include: Establishing/revisiting who is the ES&H point person at each participating institution and their responsibilities Principal investigator at a given institution, department ES&H point person, or another qualified designee. Preference for someone connected to the project who will be responsible for reporting ES&H performance through the projects reporting hierarchy Writing a Preliminary Hazard Analysis Report Working with FNAL ESH&Q Section to tailor reporting, tracking and analysis tools to the HL-LHC Upgrade Project Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 10 ES&H for the HL-LHC Upgrade Project Establishing/revisiting who is the ES&H point person at
each participating institution The point person will be responsible for implementing the ES&H plan locally, with oversight and reporting responsibilities to Project Management Responsibilities include ensuring that personnel have the proper training and awareness of the hazards associated with the institutions activities in the project Also responsible for general lab safety periodic safety walk-throughs by institutions ES&H professionals, awareness of emergency exits, fire alarm devices, eye wash units, use of personal protection devices when needed, elimination of trip hazards, etc. Director's Review ES&H Coordination and Plans G. ES&H for the HL-LHC Upgrade Project Potential hazards tied to subproject WBS elements -- from Phase 1 upgrade Hazard Analysis Report Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 14 ES&H for the HL-LHC Upgrade Project The ES&H Coordinator will work with FNAL ESH&Q office to tailor reporting, tracking, and analysis tools to the project, including personnel working remotely At FNAL, DART and TRC events are entered into the Computerized Accident and Injury Report System (CAIRS)
The iTrack system tracks causes of accidents and facilitates analysis of trends This information feeds into the Human Performance Improvement (HPI) tools which aim to make fundamental improvements to processes physical, mental, institutional that influence efficiency, productivity, and ES&H performance Universities report injuries using the OSHA 300 log which need to be included in the tracking and reporting for the HL-LHC Upgrade Project Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 15 ES&H for the HL-LHC Upgrade Project Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 16
ES&H for the HL-LHC Upgrade Project Communicating and promoting a living ES&H culture that permeates the workplace and approach to every project activity Safety awareness presentations and reports on ES&H performance will be an integral part of project progress and planning meetings as well as more general U.S. CMS meetings Exemplary ES&H performance requires all personnel to be encouraged to report even minor injuries, near miss accidents, and other ES&H concerns to their supervisors without concern about negative consequences Requires supervisors to embrace and reward openness of communication about ES&H in the workplace Each workday should start with a local hazard analysis discussion among personnel what possible hazards do we face today, how do we mitigate these hazards, and is there anything new today that we did not face yesterday? Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 17 ES&H for the HL-LHC Upgrade Project
Reporting ES&H Performance I would like to elevate the reporting of ES&H performance to the monthly technical progress reports prepared by the Project Office through the reporting hierarchy of the project This involves (preliminary, i.e. my idea so far) that the safety point person or PI at each institution forwards ES&H performance information to their Level 2 managers along with technical progress information. This would cover lab inspections, safety training taken by personnel, any recordable incidents, near-miss accidents, and any other local ES&H concerns I am willing to distill the ES&H information and data into a section of the monthly reports I would also like ES&H performance information to be an element of each major review of the project at FNAL, the agencies, and in international CMS Director's Review ES&H Coordination and Plans G. Snow, 2016 February 3 18 Summary An exemplary integrated ES&H plan will be central to
all phases of the U.S. CMS HL-LHC Upgrade Project We will benefit from and improve upon best-practice experiences from previous projects in U.S. CMS ES&H awareness will be of primary importance in the work of personnel at all levels. Openness of communication is key. I would like to elevate the reporting of ES&H performance to monthly technical progress reports and to all internal and external reviews of the project Director's Review ES&H Coordination and Plans G.
